While the GOP cannot repeal the bill without Democratic defections,Darling argues that there are vital steps that they CAN & MUST take NOW.
Failure to do so:

The details of the parliamentary tactics that Darling lays out are quite complex,& it would be best to read them in the original context. However I will summarize Darling’s plan.
Republicans have the opportunity,using parliamentary tactics,to force the Democrats to filibuster the bill (undercutting the anti-filibuster push,see fn1),&/or get the Dems on record voting against it.
They could also hold it aside for the future to see if the will of some of the Dems will weaken. They should do so.
